Recently, the Two Sessions have just successfully concluded in Beijing. The “two sessions” are the annual meetings of China’s top legislature, the National People's Congress (NPC), and the top political advisory body, the National Committee of the Chinese People's Political Consultative Conference (CPPCC). They are a major event in China’s political life, a vital platform for gathering wisdom and building consensus, and a vivid demonstration of the strengths of China’s political system. They also serve as a crucial window for the world to observe China. The Two Sessions offer a clear view into what drives the “Governance of China”—and four key strengths lie at its core.
Strength lies in the practice of whole-process people’s democracy. Nearly 3,000 NPC deputies and over 2,000 members of the CPPCC gather in Beijing to deliberate on state affairs. At this year’s Two Sessions, the review of the draft outline of the 15th Five-Year Plan has become an important point for the international community. From an online public consultation that gathered over 3.113 million suggestions from netizens, to the 8,754 suggestions from NPC deputies and 4,868 proposals from CPPCC National Committee members handled by State Council departments in 2025, all of which were processed on schedule. More than 4,800 suggestions and proposals were adopted, leading to the introduction of over 2,200 policy measures. Democracy is not an ornament or a showpiece, it is meant to address the issues that truly matter to the people. Democracy is a common value of humanity and a right enjoyed by people across the world. China will remain steadfast in advancing whole-process people’s democracy, and stands ready to enhance exchanges and mutual learning with other countries. Together, we can explore pathways to a democracy that is broad, tangible, and effective, and make new contributions to the progress of human political civilization.
Strength lies in the successive formulation and implementation of five-year plans. This is not only an important governance experience of the CPC but also a significant political advantage of socialism with Chinese characteristics. While formulating medium and long-term economic and social development plans is neither unique to nor originated by China, China stands alone as the country capable of consistently formulating and implementing such plans toward established goals and achieving remarkable success. Since the year of 1953, the CPC has consistently formulated and implemented 14 five-year plans, which have tremendously propelled economic and social development, enhanced comprehensive national strength, and improved people’s lives. Now, as the 15th Five-Year Plan period commences, China has entered a critical phase of consolidating the foundation and comprehensively advancing toward the basic realization of socialist modernization. One of the key agendas of this year’s Two Sessions is to review, approve, and announce the implementation of the outline of the 15th Five-Year Plan(2026-2030). The 15th Five-Year Plan is the “construction design” for China’s modernization drive and an “invitation letter” to countries to jointly pursue modernization. China’s effort to foster new quality productive forces will provide new, stable and predictable impetus for the world economy.
Strength lies in the strong safeguards provided by Party governance. At this critical moment as China embarks on the 15th Five-Year Plan, the CPC’s decision to launch a Party-wide education campaign for the establishment and application of a sound understanding of what it means to perform well is both significant and highly relevant to our current needs. As President Xi Jinping emphasized, “The more effective Party governance is, the stronger the safeguards for economic and social development become.” Serving the people and improving their wellbeing is the ultimate achievement. The right approach to governance—pragmatic, people-centered, and forward-looking—has strengthened global confidence in China’s role. This confidence is well-founded: despite a complex and changing international landscape, China’s GDP has achieved four consecutive leaps, averaging 5.4 percent annual growth and contributing around 30 percent to global economic growth. How has China managed to press ahead against headwinds? Because the CPC has always proceeded from reality and followed the laws governing development, turning blueprints into reality step by step. On climate action, last year China announced its 2035 nationally determined contributions, with the 15th Five-Year Plan setting a clear roadmap for peaking carbon emissions. On opening up, the plan’s vision enriches China’s high-standard opening-up through expanding voluntary opening, stabilizing foreign trade, boosting two-way investment, and advancing high-quality Belt and Road cooperation. Through these tangible actions, China fosters international cooperation, contributing to an equal and orderly multipolar world and a universally beneficial, inclusive economic globalization. Amid a changing and turbulent global landscape, the CPC will lead the Chinese people forward with strategic focus, turning the vision of Chinese modernization into reality one step at a time. This will create greater space for peace, development, and win-win cooperation worldwide.
Strength lies in China’s independent foreign policy of peace and its firm commitment to peaceful development. On peace and security, China has the best track record among major countries. Since the founding of New China, we have never started a war, taken an inch of foreign land, or engaged in proxy wars. While enhancing its own strategic capacity for peaceful development, China is committed to encouraging other major countries to follow the same path, so as to jointly build a structure of major-country relations characterized by peaceful coexistence, overall stability, and balanced development. On the recent U.S. and Israeli military action against Iran, China upholds an objective and impartial stance, emphasizing that might does not make right and the world must not revert to the law of the jungle. China has always stood on the right side of history, and stands ready to work with all countries to promote world peace and development and build a community with a shared future for humanity.
At the press conference on March 8, 2026, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi elaborated on China’s proposition on cooperation between China and Latin American and Caribbean (LAC) countries in response to a question. Wang Yi noted, the resources of Latin America and the Caribbean belong to the people there, the path of LAC countries should be chosen by their people, and the choice of friends is a decision for LAC countries alone. China-LAC cooperation is about the mutual help and support between Global South countries. We never engage in geopolitical schemes, nor interfere in other countries’ internal affairs, nor ask others to pick sides. At last year’s Ministerial Meeting of the China-CELAC Forum, we jointly launched five programs for solidarity, development, civilization, peace, and people-to-people bonds, drawing a blueprint for China and LAC countries’ joint march toward modernization. No matter how the situation evolves, China stands ready to work with LAC countries toward building a China-LAC community with a shared future, and spreading the benefits of our comprehensive cooperative partnership to more people on both sides.
This year marks the 21st anniversary of the resumption of diplomatic relations between China and Grenada. Through high-quality development and high-standard opening up, China is creating new opportunities for countries around the world. We stand ready to work with Grenada to strengthen the synergy of our development strategies, accelerate cooperation in agriculture, healthcare, infrastructure, blue economy, green energy and other fields, and jointly practice true multilateralism to uphold international fairness and justice, delivering more benefits to the people of both nations.
