Navigating the Turbulent Waters of Once-in-a-Century Changes —Insights from the Global Security Initiative
2026-10-16 22:48

The year 2026 saw the unfolding of events that began with a U.S. military strike against Venezuela, resulting in the forced seizure and expulsion of President Maduro and his wife; yet, this was merely the tip of the iceberg amidst profound global changes unseen in a century. Across the globe, conflicts persist in Iran, Ukraine, Sudan and between Israel and Palestine; geopolitical tensions remain entrenched, and the development divide continues to widen. Unilateralism and hegemonism are clearly on the rise, and traditional and non-traditional security threats are becoming increasingly intertwined; the international community is confronted with a rare convergence of multiple risks and challenges. Caribbean nations, including Grenada, are not immune to these trends. security challenges—ranging from climate-related disasters and transnational organized crime to issues of economic security and regional security autonomy—demand urgent attention. Navigating the turbulent waters of this era of profound transformation is a shared challenge for all humanity, including the people of the Caribbean. The solution proposed by China is the Global Security Initiative (GSI).

I. Core Concepts of the Global Security Initiative

In April 2022, President Xi Jinping first proposed the Global Security Initiative at the Boao Forum for Asia Annual Conference. He systematically articulated China’s position on fostering shared global security and upholding world peace, advocating for a spirit of solidarity to adapt to a rapidly shifting global landscape and a win-win mindset to address complex, intertwined security challenges. Since its inception, the GSI has garnered widespread support from the international community, including backing from over 130 countries, regions, and international organizations; its core concepts have been explicitly incorporated into over 140 bilateral and multilateral documents regarding cooperation between China and other nations or international organizations.

The GSI adopts the "six commitments" as its core principles. First, it stays committed to the vision of common, comprehensive, cooperative and sustainable security, emphasizing that only security rooted in morality and correct principles is truly solid and enduring. Secondly, it stays committed to respecting the sovereignty and territorial integrity of all countries, maintaining that countries—regardless of size, strength, or wealth—are equal members of the international community; it asserts that internal affairs brook no interference and opposes the "law of the jungle" and the logic of power politics. Thirdly, it stays committed to abiding by the purposes and principles of the UN Charter, practicing true multilateralism, firmly upholding the international system with the UN at its core,  and opposing any "house rules" or bloc norms that lack UN authorization and violate the spirit of the UN Charter. Fourthly, it stays committed to taking the legitimate security concerns of all countries seriously, advocating that every country should consider the legitimate security concerns of others while pursuing its own security, ensuring that one country's security is not achieved at the expense of another's. Fifthly, it stays committed to peacefully resolving differences and disputes between countries through dialogue and consultation, recognizing that war and sanctions are not fundamental solutions, whereas dialogue and consultation are effective pathways to resolving differences. Finally, it stays committed to maintaining security in both traditional and non-traditional domains, urging joint responses to regional disputes and global challenges—such as terrorism, climate change, cybersecurity, and biosafety—through multifaceted strategies, comprehensive measures, and improved rules, working together to find long-term solutions.

II. Practical Significance of the Global Security Initiative

The GSI serves as a vital public good for maintaining world peace and stability; it resonates with the security visions and needs of Caribbean nations, including Grenada.

Caribbean nations, Grenada among them, widely uphold the principle of equality among nations—large and small alike—and have long pursued independent, peaceful development. They stand for multilateralism and oppose external confrontation and military alliances. This aligns closely with the Initiative’s core concepts: respecting national sovereignty and territorial integrity, adhering to the UN Charter and principles, respecting legitimate security concerns, and resolving disputes peacefully through dialogue and consultation. The Caribbean region is primarily composed of Small Island Developing States. While the risk of traditional military conflict within the region is low, it faces significant non-traditional security pressures—such as climate change, transnational organized crime, and the need for regional security autonomy—that align precisely with the GSI’s call to "coordinate security across both traditional and non-traditional domains."

The GSI is not a military alliance but a cooperative platform focused on capacity building. In the realms of climate security and disaster prevention and mitigation, disaster management agencies in China and countries such as Grenada can maintain communication and share expertise on early warning systems and emergency management; cooperation on livelihood projects—such as photovoltaic power and energy storage—can enhance energy stability and improve resilience against risks like droughts and power supply fluctuations caused by the El Niño phenomenon. Regarding the governance of cross-border crime and the strengthening of law enforcement capabilities, Caribbean nations collectively face challenges such as drug and illegal firearms trafficking; China supports CARICOM-led regional law enforcement cooperation and assists regional states in enhancing their investigative, community policing, and juvenile delinquency prevention capabilities through police training and experience sharing. On the issue of regional security autonomy, where regional states generally express concern regarding maritime operations by extra-regional powers, the GSI advocates for respect for national sovereignty and non-interference in internal affairs, maintaining that the global security framework should be built through collective consultation among all nations. China supports the Proclamation of Latin America and the Caribbean as a Zone of Peace and the Declaration of Member States of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean; it advocates for the peaceful resolution of international disputes and hotspots while opposing the frequent use or threat of force. Furthermore, China will maintain communication with Caribbean nations—including Grenada—in multilateral forums such as the United Nations to jointly voice the security concerns of small island states.

As a developing country and a member of the Global South, China shares a common destiny with the Global South, including the Caribbean region. Amidst the turbulent waves of profound global changes, China stands ready to work with Grenada and other Caribbean nations to conduct practical cooperation—based on equality and mutual benefit—in areas such as climate security, disaster prevention and mitigation, law enforcement experience sharing, and the safeguarding of people's well-being. Together, we could explore viable pathways for Global South countries to achieve the coordinated advancement of security and development, and to contribute to building a balanced, effective, and sustainable global security architecture.
